The NSW Department of Education wants to work with businesses within our school communities.

School Infrastructure NSW manages a large maintenance program for schools across NSW. To do this work, we are looking to engage local businesses, including Aboriginal owned businesses and people.

We are moving towards direct management of facilities maintenance, bringing in new facilities maintenance contractors and tradespeople to work directly under contract with us.

Why go local? We want to:

  • be more responsive to maintenance issues reported by schools.
  • ensure we are working with local trades and spending our money in our local communities.
  • provide better working conditions for local tradespeople, including faster payment terms.

We are looking for businesses whose registered ABN address is located within our local school community area.

In addition to increasing our engagement of local contractors, we are also seeking to grow the number of local Aboriginal businesses we work with and increase employment opportunities for Aboriginal employees, apprentices and trainees.

We have Aboriginal Senior Program Officers who are able to help Aboriginal businesses, and local contractors who already employ or are looking to employ Aboriginal employees, apprentices, and trainees.

We have a couple questions to ensure we supply the most competitive pricing that we can:-Asset list has a number of services with no quantity for them, is there an assumed quantity that we can price to or a range like for UPS and Emergency Stop Switches etc? Boom Gates -General Lighting/PE Cells - BMS – Number of field controllers/devices.
-Access equipment hire -The listed Large Ceiling Fans, we assusme are in school halls and an EWP or scaffolding may be required to access them.-Can the hire of this equipment if required be added as a variation with our standard materials markup applied? - Site Access time -Completing RCD testing will mean that circuits will need to be isolated -Can this works be completed during normal operating hours whilst the school is functioning? Or is afterhours works required to not interrupt staff and students?

The operation of this will vary dependent on the site. Workflow for this service will need to be discussed with the site prior to commencing. Critical areas such as computer areas etc would need to be completed prior to the commencement of classes, however there are a number of areas that can be completed while the site is active. There should be the ability to complete these in normal operational hours.

Nevertheless, not all of the schools in each area are listed in the asset register that is attached (I downloaded the document from your link).I see only one school in the inner Sydney area and none in the Bondi area. There are several assets that do not have specified or captured assets, for example fans or distress button, these require a visual inspection across the entirety of the site is required. Noting that all repairs would be a new reactive work order.

a. Visual inspection of elements for deterioration - will this require a report by exception listing said items for corrective action?
b. Replace globes /diffusers as required – does this cover a total audit of all light fittings – and who would supply globes /diffusers ?
c. Testing PE Cell – again will this require a report by exception of failed items for corrective action ?
A. An initial asset register would be required for the site and coding of relevant assets where they are not available. This will be raised as a seperate work order and is not required to be scoped as part of the service. Following this a report will be required for failed assets only.
B. This does include an audit of all lighting. Globes are supplied by the Local Contractor at an additional charge

2. On the list on Annexure 6 – Asset Maintenance Standard Document it lists HARDWARE however there is NO mention at all about locks, only handles, door closers etc. Does this need to be added?
3. Is the Lump Sum Estimate including the works that may be required to be completed or purely the labour rate to conduct a full Site Inspection and provide a Service Report only for each school?
4. Given that all schools are different sizes with a hugely different number of locks, how do we provide you with the most effective costings without a lock schedule for each school (i.e. each school would be a different cost based on size/quantity of locks/doors)?
There is no proactive services available under locksmiths. All locksmith work will be allocated as reactive maintenance.
2023-08-18 00:00:00Sheet 2B headed reactive – returnable schedule when opened is headed as proactive , and includes Inner Sydney High School which Sheet 2A headed proactive does not have Inner Sydney High School in it so it can be priced. Can you please let us know which sheet we are to fill in or can you please update the headings and resend the correct sheet in an addendum.

With Inner Sydney high school you have noted in the asset section there is a BMS and also Boilers to be maintained, as we have been told we cannot use sub-contractors are we pricing these as they are specialist maintenance items???

2B.Reactive is not the document explained in 2B Reactive Cheat Sheet as there is no separate labour options eg normal hours/after hours.

LC to submit separate tenders for both reactive and proactive services. Furthermore, LC will select schools in accordance with the guidelines outlined in the LC agreement.

2.We have schools that have called us due to graffiti removal required (we had a long term relationship with the school and so the school called us) but when the school placed a job order in and requested us Evolve sent out another company. If the tender is still open why then is another company given the work and not a company a school trusts for many years? How the other company get preference given the tender is still open? How does my company come on board to receive work until these tenders are resolved? We have worked for government schools for twenty years and now all work has ceased

Is there an option to calculate a price based on the lower quantity, and then submit a variation to the submission once the true quantity of assets has been determined? The current tender is open for the Sydney region only. Tenders for Northern Sydney will be open in the near future. It is a condition of application that you are within 30 mins or 50 km of the sites for which you are tendering, this is based on your ABN registered location.
