Evolve FM provides integrated property and facilities management and project management services to both government and private sector clients.
Evolve FM was established in 2015 as a joint venture between Indigenous company PSG Holdings and international company JLL. PSG Holdings, the majority shareholder, was founded in 2011 by Troy Rugless, a descendant of the Wiradjuri Nation who grew up in Sydney with strong ties to the La Perouse community. In July 2024, Troy purchased JLL’s share of Evolve FM, making us a 100% Indigenous-owned business.
Evolve FM is committed to the highest standards of environmental management, and we use our in-house ESS experts to ensure we meet our own high standards.

Creating an “Innovate” Reconciliation Action Plan (RAP) gives us the framework in which our actions to advance Reconciliation between all Australians can be identified, actioned, and measured.
Evolve FM’s vision is to challenge the market to think differently about the way it services its places; unlocking value for our clients across their portfolios. We aim to partner with and foster Indigenous enterprises, hiring and supporting Indigenous Australians and businesses and encouraging growth, development, and engagement of Indigenous Australians and their businesses in the property sector, and more broadly across the community.
We acknowledge and pay respect to the Traditional Owners of the land on which we conduct business: the Aboriginal and Torres Strait nations of Australia. It is upon their ancestral lands that we stand. We pay respect to the Elders both past and present, acknowledging them as the traditional custodians of knowledge for this place.
