Supporting Indigenous Business and First Nations Communities

We are the country’s first and only Australian Indigenous owned, full-service facilities and property management company, seeking out and engaging other Indigenous businesses with which to partner in the delivery of our services. Over 45% of our current contracted spend used to deliver services on sites is with Indigenous owned businesses, and Evolve FM strives to achieve a target of 15% of our directly employed staff being First Australians.

Indigenous Heritage

Of proud Wiradjuri and Torres Strait Islander descent, our founder and owner Troy Rugless had a clear vision to create a commercial framework that enabled the delivery of social initiatives, leading to positive change for Australia’s First Nations people. This vision led him to found Pacific Services Group Holdings (PSGH) in 2011, and then to partner with global property leader JLL to form Evolve FM in 2015.

How It’s Going

Today, Evolve FM is one of Australia’s leading Indigenous businesses, with more than 80 staff and around 10% First Nations employment. We manage more than 3.6 billion sqm (including land) of space across 669 Australian sites for more than 30 clients, supported and delivered by our team of property and FM professionals. We partner with Aboriginal and Torres Strait Islander people and businesses whenever possible, with over 45% of our spend being with First Nations businesses.

After a close partnership of over nine years with JLL – that saw Evolve FM leverage JLL’s unsurpassed know-how and experience to develop its own capability – in July 2024 Troy Rugless acquired JLL’s shares in the company, making Evolve FM 100% Indigenous-owned. We believe Evolve FM is the model for other majority Indigenous-owned joint venture companies, as we had a non-Indigenous partner that was committed to the development of the business to the point where it could stand alone, and then was prepared to step back and let us stand on our own.

Diversity in Delivery

In stark contrast to the male dominated property and FM industries, around 50% of Evolve FM’s staff are female, and are represented at all levels.  Over 8.5% of our directly employed staff are Indigenous, and we offer various entry level programs for Indigenous trainees.  Our staff is made up of people from a very wide variety of cultural and ethnic backgrounds, united in our mission to make a difference to the lives of Australia’s First Peoples.

We acknowledge and pay respect to the Traditional Owners of the land on which we conduct business: the Aboriginal and Torres Strait nations of Australia. It is upon their ancestral lands that we stand. We pay respect to the Elders both past and present, acknowledging them as the traditional custodians of knowledge for this place.
