Evolve FM becomes Australia’s first 100% Indigenous-owned facilities management company

Evolve FM is pleased to announce that we have had a significant ownership change. With effect from 1 July 2024, we are now a 100% Indigenous-owned Australian Facilities Management company, as our minority owner JLL has sold its stake in the company to our majority owner, Wiradjuri and Torres Strait Islander man Troy Rugless.

“This is a very significant development in the story of Indigenous-owned businesses in Australia”, Troy said. “I am very grateful for the support Evolve FM has received from JLL since the company began in 2015, and now is the right time for Evolve FM to stand on its own. This is the realisation of the vision that we formed nine years ago, and we could not have done it without JLL”.

Evolve FM commenced operations in April 2015, with Troy’s company Pacific Services Group Holdings (PSGH) owning 51%, and JLL 49%. Evolve FM was successful in winning a work package under the Whole of Australian Government Property Services arrangements in late 2017. Evolve FM also won two regions (Northern Sydney and Sydney) in the NSW Department of Education Schools Facilities Maintenance contract in 2023, looking after around 460 NSW Public Schools. Evolve FM also has contracts in place with the CSIRO, Origin Energy, Western Sydney Airport, and Indigenous Business Australia. Evolve FM now has around 90 staff, of whom about10% are Indigenous Australians.

Evolve FM’s vision is “Equity through Opportunity”, and we put that vision into action by engaging other Indigenous businesses to deliver the services we manage, where possible. In our Australian Government contract, around 50% (by value) of the services we manage are delivered by Indigenous businesses, as against a target of 4%.

Since 2015 Evolve FM has demonstrated that Indigenous businesses can hold their own, providing efficient service and making a difference to Aboriginal and Torres Strait Islander businesses, families, and communities. Now, as a wholly Indigenous-owned company, we are even better placed to advance Reconciliation for all Australians, through the provision of quality property services.
